A three-time winner of the AAPC’s “Republican Pollster of the Year” award, one of only three pollsters ever to achieve that distinction, Bolger is the firm’s consummate campaign practitioner. His career spans 17 consecutive congressional election cycles in which he served as pollster for at least one newly elected Member of Congress, a streak unmatched in the profession.

Before co-founding POS, Bolger served as Director of Survey Research and Analysis for the National Republican Congressional Committee. His fingerprints have been on some of the Republican Party’s most decisive electoral gains: in 2010, he polled in 53 of the 63 Republican House pick-up districts, and in 2024 he helped the Senate Leadership Fund flip West Virginia’s Senate seat with Jim Justice and polled for incoming Armed Services Committee Chairman Roger Wicker. His corporate practice includes crisis management and strategic research for Fortune 500 clients including Walmart, Bank of America, BlueCross BlueShield, and the American Petroleum Institute.
